De Soto, Iowa Outrageous Water Rates And Water Quality

The Issue

We the people/citizens of De Soto, Iowa are tired of seeing rate after rate water / sewage increases only to see our personal water usages and rates fluctuating month to month with horrible water quality and nothing to show for, other than empty promise after empty promise of why our water rates are going up only to find out our hard earned income dollars are being used obviously in the wrong places. We were told and promised back in 2010 that in 2013 we would have a new water treatment plant facility along with a new water tower and that was the reasoning for rate increase after rate increase to pay to build these facilities. Needless to say we are now in 2016 same water and well/pumps that the city had back in 2005 nothing to show for, but a new water tower to house and pump the same hard crappy lead, Algae infested waters the City Of De Soto continues to feeds to it's paying residents houses leaving the residents added cost & expense because the water is breaking down their appliances way sooner than they should be. We were also promised to have a complete built water treatment plant for the 2015/2016 years with the treatment to be completed in 2016. We'll here we are Aug 2016 4 months from deadline of completion and, needless to say there won't be a completion because they've never even broke ground and rumor has it they are now saying another year which everyone is tired of hearing the same old' same old' stories and excuses, while the public works director and staff have seen multiple pay wage increases with some of the most expensive health insurance Wellmark Blue Cross/ Blue Shield has to offer and not to mention they don't even live in the city they represent they live in a city that has great treated Xenia rural water aka Des Moines Water Works. Many are not informed that the City of De Soto had a chance to tap into Xenia's water at only a few dollars more a month for great treated quality water than De Soto was charging at the time for crappy well water, but because the city didn't ask the citizens what they wanted through town hall meeting or public vote instead they went ahead and made the decision of "NO" we are going to do our own thing controlling our own water and rates so that way they could continue robbing it's hard working pay check to pay check living resident's. With most trying to raise families of their own. Provided is a link to the truth of how the city has lied about rate increases to pay for the facilities water tower and treatment plant but they paid for the tower with grant awarded monies supposedly so where is the collected money from the residents water rate increases for all these years???. http://www.snyder-associates.com/projects/desoto-water-tower/ It's time to tell the city officials and council of De Soto, Iowa enough is enough no more are the days of robbing us blindly with nothing to show for other than our cold hard earned cash in their pockets and not where it should be and should have been in the city's infrastructure years ago.

Responded
Concerned Citizens of De Soto, I first want to thank you for reaching out to me and my office on this very important issue. I want to take this opportunity to update you on the immediate actions I have taken. I was able to meet this morning with the Public Works Director as well as the city's engineer. I believe and am hopeful the city will hold a special public forum. This would be an opportunity for residents to voice their concerns, as well as for the city to present what has happened in the past and what can be done to improve water quality moving forward. I would encourage all to attend this meeting if/when it occurs. Furthermore, I am reaching out to the Department of Natural Resources and other state agencies to ensure that the city is meeting all regulatory requirements. I will keep you updated as I receive additional information. Again, thank you for voicing your concerns! Sincerely, Sen. Jake Chapman
