Council trying to find a solution

As reported by Serge Thomann's Facebook site, the City of Port Phillip has been working with the complainant, landlord and business owner to find a solution and were prepared to continue to do. However the owners have chosen not to continue the fight due to the spectre of uncertainty and its impact on their business. The issue that remains is why the complaint was made in the first instance, and why - given the long history of the site's use - the complaint given credence. If the commercial use of the property was always at issue, was it really the case that Council would have continued to take no action if a single complain had not been received? If so, what other sleeping zoning issues exist and what will Council do to proactively protect / address them?
