Enfinium - Parc Adfer Ltd – Deeside Industrial Estate Planning Application reference no: FUL/000916/25
Please comment on the Planning Application for the construction and operation of post-combustion Carbon Capture Plant & Associated Works.
The proposals, by Enfinium at Deeside Industrial Park are to construct a post-combustion carbon capture plant at the existing Parc Adfer Energy Recovery Facility (ERF), located in Deeside Industrial Park within the administrative area of Flintshire County Council. The purpose of the development is to capture carbon dioxide (CO2) from the exhaust of the ERF, separate this CO2 from the other exhaust gases, and compress it so it can be sent off the site by pipeline. The CO2 will ultimately be transported by the HYNET pipelines to be stored in depleted gas fields in Liverpool Bay.
The ERF processes 232,000 tonnes of non-recyclable residual household and commercial waste into electricity and heat through controlled high-temperature combustion.
The project aims to capture 241,000 tonnes of CO2 yearly using an amine-based solvent plant. The project will create 8 permanent jobs.
The application is located within 160m of the: Dee Estuary Special Area of Conservation (SAC) Dee Estuary Special Protection Area (SPA) Dee Estuary Ramsar site.
When operational, would mean the air pollutant emissions from the Parc Adfer Energy Recovery Facility (ERF) are released from a new exhaust stack after passing through the carbon capture process.
A dispersion modelling assessment undertaken on behalf of Enfinium to support their application for a variation to their exisiting Environmental Permit has concluded that the impact of emissions from the Carbon capture Facility on human health is predicted to be “not significant”. Nevertheless, “Chemicals of Potential Concern (COPC)” i.e Dioxins and “ Dioxin-like PCBs” WILL BE EMITTED from the new stack being built from the Carbon Capture Facility.
The carbon capture process would also introduce additional new air pollutant emissions: nitramines and nitrosamines.
Enfinium claim that they will capture 95% of the carbon emissions. However, it should be noted that these are just theoretical claims. Energy sector analyses from organizations like the Institute for Energy Economics and Financial Analysys (IEEFA) landmark studies reveal that net real-world capture efficiency averages closer to 50%, with no existing project consistently exceeding 80%
These efficiency claims are also often diluted by the energy required to run the heavy machinery, supply chains, and eventual carbon transport infrastructure. Running heavy carbon capture equipment requires a significant amount of electricity.
Should Enfinium actually achieve more than any other project and achieve a consistent 80% carbon capture rate then it would still be releasing nearly 50,000 tonnes of carbon dioxide into the atmosphere every year (along with the other pollutants, dioxins, amines etc) by burning waste.
Should it only achieve the average efficiency rate for carbon capture projects it will be releasing 120,000 tonnes of carbon dioxide into the atmosphere each year. The remainder of the CO2 will be pumped via HYNET to be dumped under the Irish Sea for future generations to deal with.
