An Act amending Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes, further providing for disposition of dependent child.

A grandparent who wishes to be given custody shall have standing in any court proceeding under this chapter involving the child or children.

I have filed a Petition for Emergency Relief and Custody for my grandchildren, almost one year ago and my petitions have been in abeyance this long.

CYS and Judicial System have the process perfected and have been doing it for many years and they all are profiting from it. They use their version of what is in the best interest of the child and they have no moral concern how it is damaging the child to be stripped of their family. They have enough of agencies that are receiving monies to facilitate reunification, FICS, Families United Network, but they are all working on CYS's side and if they call in their psychologist, he works for them and receives the money too. He has his story down pat as they do the process to prevent family reunification of children. And the area is depressed financially, hardly no attorneys will go against them, and if you can obtain one, you will pay at a minimum of $10000, if it stops there. They know they have the advantage to take children from families that cannot afford to pay outrageous attorney fees.Agencies receive monies to reunite families. While Mifflin County Judicial System and Mifflin County Children and Youth Services works against reuniting children who were placed in foster care, instead of with other family relatives and grandparents.

It is stated by an Attorney in Mifflin County, if I was even in Juniata County, I would have my grandchildren. As Mifflin County hates families and Mifflin County Children and Youth Services has not lost a court case in 25 years here.

Many relatives and family members of children have been approved through Families United Network and been denied their own grandchildren, nieces, nephews by Mifflin County Children and Youth Services. 

They drag out the court process to benefit them in best interest of the child, thus extending the time the children are in placement.

Pennsylvania does receive monies the more children that are adopted out due to Adoption and Safe Families Act, introduced by Clinton in 1997.

The way that the adoption bonuses work is that each state is given a baseline number of expected adoptions based on population. For every child that DSS can get adopted, there is a bonus of $4,000 to $6,000. http://www.massnews.com/past_issues/2000/5_May/mayds4.htm

Mifflin Counties practice here needs to be looked at from the Mifflin County Children and Youth Services level into each MIfflin County Judicial System cases involving such acts. 

They cannot supply enough of foster care homes, but they are failing to give children back to loving families, whether it be relatives or back with their parents.
