Further to my previous correspondence perhaps you could kindly forward this to the acting chief solicitor to be considered in conjunction with yesterday’s correspondence.
Mrs Dwelley, along with her husband, were enthusiastic participants in the Private Developers’ Forum which suddenly ceased to publish its minutes in 2014, when we questioned its legitimacy due to the fact that a similar facility to meet with planners was not afforded to those with opposing views, leaving them with no right of reply.
This is perverse given that Cornwall Council / CORMAC always make great play of their right of reply, as highlighted by the apology to CORMAC recently made by Radio Cornwall.
THE PRIVATE DEVELOPERS’ FORUM APPEARS TO BE A COSY CLUB WHERE THE HIGHLY PRIVILEGED FEW CAN SCRATCH EACH OTHER’S BACKS.
At the first meeting of the Private Developers’ Forum, Louise Dwelly of CC, confirmed a 'high level of support from officers and members'.
Planner Terry Grove-White spelt out the Council's key aim – 'to reduce opposition to development'.
It was agreed it was important 'to emphasise the positive aspects of development to communities and give a voice to ordinary people, not just NIMBYs.'
Those are eye wateringly offensive and patronising remarks from an obviously highly biased public servant.
Surely Cornwall Council’s key aim should be to provide the right conditions for the people of Cornwall to prosper and grow organically, rather that form unholy and highly questionable alliances with corporate developers with the funds available to influence policy in their favour?
It is believed that Louise Dwelly is the wife of Councillor for the Penzance East ward, Tim Dwelly, the well known concrete and build over everything promoter of undesirable developments, like Gulval West?
Could there not be undeclared interests lurking in these particular shaky foundations?
This matter has been raised before, but been willfully ignored, however, I now feel it is the time for some straight answers, more particularly since the recently engaged Strategic Director for Economic Growth and Development, Mr John Betty, also appears to run his own Hamiltons Consultancy which pitches to advise developers amongst other things.

PS Louise Dwelly’s Linkedin Profile states that she has worked for Cornwall Council from 2009 till present as an affordable housing officer.
How can she and the likes of John Betty be Council employees and consultants to obviously vested interests, at the same time??
Surely that amounts to a potential conflict of interest if not outright malpractice?
One councillor wrote about Louise Dwelly:

"As a taxpayer I am strongly opposed to CCC becoming a land developer, there track record recently has been abysmal. They are busy allowing any developers to build as many houses as they wish primarily on green belt land. Cornwall needs houses for the local low wage earners that is not what is being built. We have a plethora of second homes and new houses being built for Londoners et el and the big white lie being told that it is what Cornwall needs. Mrs May and Westminster think this is ok but CCC also being a developer is ludicrous, the conflict of interest alone is laughable. CCC has allowed prime green belt land to be bulldozed for profit, so the planning dept is a joke. All this is because CCC is heavily in debt and will do anything for money, we the taxpayers suffer for this!!"
"I know of some people who apparently were blocked for years with their planning permission for their existing property but were offered the option to pay £12,000 to the council at which point their application would be looked on favourably. This is blatant money for planning consent which is undeniably corruption in the broadest sense of the word. CC should be investigated and audited by unbiased scruitineers."
