On yesterday's call we spoke with Erica from State Senator Manninon's office and she stated what we had already been informed. Namely, that unless there is a "qualifying project" as defined by the NYS Department of Transportation, nothing can be done.
The good thing that came out of the call is that she is trying to put us in touch with Senator Schumer's office. Correspondence below.
We also brought up the issue of the concrete batch plant. This warrants more discussion between their office and concerned citizens. Please email Erica and/or Mannion directly. You may also wish to email Al Stirpe as well. He is our Assemlyman on the State level. Below are the relevant emails.

Hi Julia,
I'm reaching out from Senator Mannion's office to connect you with a constituent, Marty Kostadinov, who has
been in frequent contact with our office regarding the possibility of constructing a noise wall adjacent to his
neighborhood in the Town of Clay. There are federal noise study/noise abatement regulations in effect here
(linked here for your reference) that are essentially acting as a barrier to the construction of this.

Marty - As discussed during our phone call yesterday, as the noise study/noise abatement regulations are federal
regulations, State highway agencies are beholden to them and cannot operate outside of the cited process. Your
federal officials, such as Senator Schumer, are in a better position to address your concerns as they relate to these
guidelines. Julia Leary, who works in Senator Schumer's office, will be your point of contact moving forward.

I am sorry to say that I have no fight left in me. The "powers that be" have spoken and there does not seem to be a point of this petition, since it has no effect. I will stop promoting it and posting updates unless something radical changes, which I highly doubt. I sincerely appreciate all your support. Feel free to reach out at any point. I will keep this petition open but certainly will NOT be "declaring victory."
