People have to pay for Equifax problems?

I've tried to freeze my credit report as many articles online advise. But there is always a BUT: if you don't have an identity theft report then you have to pay credit agency for the freeze! And then you will have to pay every time you want to lift it. It is $5, but I'm asking WHY I have to pay for their problems? Tomorrow someone somewhere decides to hack the other 2 agencies and then what? We will have to pay again? It is just ridiculous.
