This situation is due to Malfeasance (The performance by a public official of an act that is legally unjustified, harmful, or contrary to law; wrongdoing) by our elected Representatives bowing to their Cronies. They haven't gone through the Budget Introduction, Debate, Amendments and Approval process for nearly a Decade! They spend the year figuring out how to keep their jobs, listening to big donors and ignoring their responsibilities. Neither Party gives a damn about the Country and they are too lazy to do the heavy lifting. Well, let's take back their salaries until they do it!
