The Victorian Auditor General did not mince his words. He outlines the possible statutes which a bully may breach - and we are comforted that the Crimes Act 1958 is mentioned - see page 7 of report to have a list of the Acts (thanks to Dr MS for pointing this out to me). I think this applies not only to Vic but most of the States and Territories of the Commonwealth - each has its equivalent of the Crimes Act.
