City Council to Reconsider Sunset Crossroads Amendment on October 27 — Airport Warehouse Proposal Al

Two important warehouse-related issues are scheduled for discussion at the Tuesday, October 27, 2026, City Council meeting.
The meeting begins at 5:00 PM at Banning City Hall, 99 East Ramsey Street. Residents can also participate remotely through Zoom, watch live on the City Channel, call in, or submit written comments before the meeting.
The Sunset Crossroads item is expected to be taken up near the beginning of the meeting, so residents who wish to speak during the public hearing should plan accordingly.
1. Sunset Crossroads Specific Plan Amendment : Agenda Item 7.1
The Council will again consider a proposed amendment to the Sunset Crossroads Specific Plan that would:
- Remove data center uses.
- Remove ICE detention facility uses.
- Remove cold storage uses.
- Restrict battery energy storage uses.
This amendment was previously discussed at the October 13 City Council meeting. Since that hearing, City staff have added a four-page memorandum addressing California Environmental Quality Act (CEQA) findings to the supporting documentation.
Why does this matter?
San Gorgonio Pass Alliance continues to raise fundamental objections to the proposed amendment.
One concern is whether there is an adopted Specific Plan that can legally be amended. Another is whether proceeding with this amendment could interfere with the pending vote on Measures U, V, and W.
These issues deserve public attention, particularly as Banning voters consider the measures associated with the Sunset Crossroads development and its related ordinances.
Residents are encouraged to review the agenda and staff report, listen to the discussion, and consider submitting public comments.
2. Another Potential Warehouse Development at Banning Airport : Agenda Item 9.1
The October 27 agenda also includes an item described by San Gorgonio Pass Alliance as an early action toward converting Banning’s airport to accommodate approximately 3.3 million square feet of warehouse space.
This proposal adds to the broader discussion about the future scale of industrial development in Banning.
According to the Alliance’s estimate, when this potential development is considered alongside the three warehouses approved or pending at Hathaway and Ramsey, the Skechers building, Sunset Crossroads, and several smaller projects that are under construction or approved, Banning could eventually have more than 13 million square feet of warehouse space.
This is a projected total based on the developments identified by the Alliance, not a statement that all of these facilities have been built or that every potential project is certain to proceed.
Residents deserve an opportunity to understand how these proposals could affect Banning’s future land use, traffic, and community character.
