🚨 Second Turtle Bay Hotel Plans Are Advancing! Time to Pay Attention 🚨

Developers in the Turtle Bay area have quietly asked Honolulu DPP for permission to move forward with one of TWO LUXURY RESORT HOTEL projects (H1 & H2) using old environmental reviews (SEIS, SMA, etc.), instead of updated studies that reflect today’s conditions.

📄 The request was submitted 8/11/2025 and lists a “completion date” for DPP’s review of 12/8/2025.

This is the same tactic used in 2022 for the RR3 luxury condo project, moving ahead with little to no public awareness.

⚠️ Keep an eye out for the determination letter to be officially published in the January 8 Environmental Notice, which legally counts as public notification, even if most of the community never hears about it.

Despite unresolved community concerns, DPP has issued a determination to proceed for one of two additional luxury resorts on the North Shore, one to be built near the shores of Kawela Bay.

📌 Unkept promises still matter:
 • Affordable housing
 • A Kawela Bay marine sanctuary
 • Other commitments in the Unilateral Agreement

It remains unclear which promises have been fulfilled and when. Why aren't these obligations met before building, instead of after another hotel goes up?

📄 At the same time, Arete submitted a “Grant of Easements – General Request” on 8/22/2025. While no approval letter has been issued yet, past actions suggest approval is likely. This could allow new access or shoreline easements and signals movement toward YET ANOTHER RESORT HOTEL, to be sited on the Kahuku side of the existing Ritz-Carlton Resort.

👉 Bottom line: the community may be forced to tolerate a SECOND — and possibly a THIRD — LUXURY RESORT HOTEL without developers first honoring their agreements or addressing serious community concerns.

🌿 Kūpaʻa Kuilima is paying attention and speaking up.
