Respected Sir,
Sub: Appeal of retired employees for a Minimum Pension
You are kindly aware that in the formative years of NTPC, number of experienced individuals were recruited to meet the requirement of experienced manpower. Those employees made relentless contribution using their knowledge and experience and by sacrificing their family comforts while getting hand-to-mouth salaries prevailing in those days and built Series of power plants across the country much ahead of their schedules. This enabled power generation that was crucially needed to create infrastructure for Nation building. During the past 4 and half decades ,NTPC has been consistently generating huge financial resources to the Nation and achieved “Maharatna“ PSU status. We are proud of our association and relish successful execution of gigantic Projects.

To strengthen social security net and to provide financial benefits needed for retirement life, Board of Directors of NTPC formulated a self-contributory superannuation pension scheme for which compulsory contributions were made through salary deduction since Oct 1997 and payment of benefits to past retirees was made in March 2000 & additional benefits in Jan 2001.
To improve National economy and betterment of citizens life, Govt. of India initiated series of Economic Reforms, part of which RBI de-regulated interest rates. Consequently interest rate on bank deposit started sliding down and remained fluctuating. With every fall in interest rate, NTPC accrued huge financial benefits. However on the apprehensions of future sustainability, existing Pension with ‘defined benefit scheme’ was simply converted to ‘defined contribution based scheme’. While amending the Pension Scheme, the Rules as stipulated in clause -8 of the Original Trust deed were not followed .Thus the joy of social security scheme remained short lived. This unexpected change of pension benefit at the fag-end of service of those, who reached close to retirement age have been adversely affected and were left with no other retirement planning and deprived the envisaged benefits for no fault of them.
Due to this employees retired between 1-4-2002 to 1-1-2007 were deprived of the pension. Even the employees retired in 2016 are also not getting a minimum pension of at least Rs.15000 except at level ED. Some of the retired employees had also filed cases in Delhi High court on the Pension issue.Last week government of India increased the minimum pension to Rs.9000 to the central government employees.
This is one of the major issues concerned with the retired employees. We expect the issue would be resolved positively under your Dynamic Leadership so that we can spend our retired / balance life peacefully.

NTPC being a pioneer to cater Corporate Social Responsibility to various groups of stake holders including the retirees, we request you to kindly resolve the Pension issue amicably and mitigate financial sufferings resulted, by providing a minimum pension of at least Rs.15000 based on the last salary drawn.

Thanking you,

With kind regards,
Yours sincerely ,
