The Issue

To Whom It May Concern:

We, the undersigned, are the neighbors and concerned residents of Caneyville, KY, specifically in the vicinity of 10893 Beaver Dam Rd (US62). We respectfully request that the property owner, Mr. Donald Wayne Woosley (308 Shoreline Dr, Lake Placid, FL 33852), either enter into a voluntary agreement with Grayson County Government, as authorized under KRS 381.775, to demolish the structure, or personally rehabilitate the dilapidated structure located at the aforementioned address.

2013 PVA Photo

The property has been in a state of significant disrepair since at least 2013, as documented by the Grayson County Property Valuation Administrator (PVA). This house has become a detriment to the surrounding neighborhood, contributing to lower property values and presenting an unsightly appearance. Additionally, it poses health and safety risks to the community.

Key Points of Concern:

 • The structure is dilapidated, as defined under KRS 381.775, making it unfit and unsafe for human habitation, occupancy, or use. Its current state poses a potential danger to the health and safety of neighboring residents.

 • Wildlife, including vermin and foxes, has been observed entering and living in the house, further exacerbating the risk of health hazards in the area.

 • The continued neglect of this property negatively impacts the aesthetic and financial value of our homes and community.

Additional Concern:

The prolonged neglect of the property at 10893 Beaver Dam Rd also contributes to a negative stigma surrounding Caneyville, reinforcing perceptions of poverty and disrepair in our community. This dilapidated house, visible to anyone passing through the area, exacerbates an already challenging image for our town, where many residents are striving to overcome economic hardship. The presence of such an unsightly and unsafe structure detracts from efforts to promote Caneyville as a thriving and resilient community, and its removal or rehabilitation would be a significant step toward improving the neighborhood’s appearance and reputation. Addressing this issue will show that we are committed to fostering pride in our community and improving the quality of life for all its residents, particularly as we work to combat the effects of poverty and disinvestment.

Request for Action
:

We are asking Mr. Woosley to enter into an agreement with Grayson County Government to have the property demolished or appropriately rehabilitated under the provisions outlined in KRS 381.775. This agreement can include specific terms regarding the removal of debris, hazardous materials, and the disposition of any fixtures or objects within the property. This action would not only benefit the immediate neighbors but would also contribute to the general well-being of the wider community.

We understand that such an agreement is entirely voluntary, as noted in the statute, and that no property owner is required to enter into this arrangement. However, we believe that the removal or rehabilitation of this structure is in the best interest of everyone involved.

Conclusion:

For over a decade, this property has been a source of frustration and concern for the neighborhood. We hope that Mr. Woosley will consider taking the necessary steps to either restore or remove this structure to improve the community for all residents. We urge Mr. Woosley to consider this request seriously and work with the county to address the condition of the property.
