The City of Vancouver Council will be considering a report on Tues. April 23, 2024 that outlines the City's response to the Provincial legislation BC Bills 44, 46 & 47, that transfers land use authority from Municipalities to the Province, and dictates a one-size-fits-all rezoning approach province-wide while the City of Vancouver is proposing to just go along with most of it.

The City proposes rezoning character & heritage areas, to remove retention incentives, starting with RT7 & RT9 (Kitsilano) and the First Shaughnessy District for multiplexes, and apartments or towers near transit.  Character retention incentives allow multiple units of rental and strata that has some of the city's most affordable housing.

The Province has outlawed protection against future development on properties listed on the Vancouver Heritage Register for new Heritage Revitalization Agreements (HRAs).

The City proposes to also designate large areas around every transit station and bus exchange as Transit Oriented Areas for up to 20 storey towers without a public hearing across the city without considering any local context, neighbourhood character, or the capacity of infrastructure. 

This is all in conflict with our petition requesting to remove from zoning and building code bylaws any biases favouring demolition and new construction over retention with incentives for retention and adaptive reuse, while accommodating growth.

Please write the City Council to oppose this report and to encourage the City to not just follow the Provincial one-size-fits-all approach.
