My dad's dog was shot and killed by a utility worker doing work on his neighbors' property.  Why was a utility worker armed?  Why was the dog shot?  Nothing adds up.

we are hoping to have a law made or or amended in order for home owners/private property owners to have some kind of voice against such acts committed by utility workers and or anyone else who has open access to our properties.
