Dear Ms Carly Bunny, I write to you in response to your email received on the 27 March 2017, regarding Pedestrian Crossing Thames Promenade, During the planning and design stages of the Thames Promenade project, Council considered opportunities for pedestrian crossing facilities on Thames Promenade between Station Street and Baxter Avenue, however catering for pedestrians along this section of road proved challenging due to high traffic speeds and flows, the need to provide safe passage for cyclists and the relatively narrow width of the road. Formal pedestrian crossings – such as signal or zebra crossings - require the approval of VicRoads. Council has investigated providing a pedestrian crossing at the intersection of Thames Promenade and Bertand Road/Drinan Road in 2014; unfortunately, this proposal was not approved at the time. Council also reviewed as an alternative, an informal central refuge, however given the narrow stretch of road through this section a crossing cannot easily be provided. Council provided consultation with the community in a lead up to the Thames Promenade project works, however recognizes a need to review further options for formal and unformal pedestrian crossings as part the planning process for the next stage of the works. Council is also working closely with Chelsea Primary School as part of a ‘safe routes to school project’, and has received feedback from the school regarding concerns of safety with pedestrians crossing Thames Promenade. The ‘safe routes to school project’ involves a comprehensive approach, to review what routes are best for encouraging walking and cycling to the school. As part of this process further options for formal and unformal pedestrian crossings may be identified.
