Important Tasks - Waterscapes 2 Development Proposal

Hello ... here are 2 important tasks to complete regarding the Waterscapes II development proposal. 

1. NOW IS THE TIME TO VOICE YOUR CONCERNS:

The City of Kelowna is now taking calls or emails regarding opposition to the proposed 4 towers along Ellis Street.  We have heard from many regarding a variety of concerns and have compiled a list from those who signed our Petition.

a) Increased traffic and density to the area – current roads will not be able to handle the increased traffic and the extra parking requirements from the addition of 1100+ extra condo units to the area.

b) Wind Tunnel effects due to 5-story above ground parkade with 4 towers.  Tall buildings in close proximity create a smaller space for wind to travel, so wind moves faster and downdrafts are generally created making walking or cycling difficult in and around the area.

c)  The proposed Development doesn’t adhere to the City of Kelowna 2040 Official Community Plan 

Downtown Heights - Building height maximum on the proposed property is currently 26-story units

Policy 4.2.4. Walled Developments.
Discourage development that is enclosed on all sides by walls, gates or other physical or visual barriers that hinder efforts to create more pedestrian, bicycle and transit friendly communities, block access to public park land or inhibit the efficient use of infrastructure. 

Policy 4.9.2. Transitioning to Core Area Neighborhoods.
Use height and scale to ensure that buildings avoid height cliffs (situations where the height of one building is significantly taller than an adjacent building) and shadowing, transitioning gradually to adjacent Core Area Neighborhoods.

Policy 4.9.3. Shadowing Impacts.
Use height and scale to minimize the shadowing impacts of mid-rise and high-rise buildings on adjacent parks, public spaces and high streets.

Concerns with non-compliance to OCP

- height of these towers will significantly affect morning and afternoon sunlight with extensive shadowing to the entire area

- the 5-story above ground parkade will create an enclosed walled development with possible wind tunnel effects. 

- Osprey II Waterscapes owners will face a 5-story wall to the east of their units (cliff heights)

- 1151 Sunset Drive owners will face a 5-story wall to the east of their units (cliff heights)

2. ATTEND THE LEDINHAM MCALLISTER VIRTUAL OPEN HOUSE AND COMPLETE THEIR ONLINE SURVEY

The event will be held as a virtual information session on Friday March 18, 2022 between 7am and 6pm by visiting the project website as noted below.  An online survey will be available at the open house for feedback on the proposal.
