Began as a cultural fad of zero value and has grown out of proportion and ever more gross to public decency.  Primarily disrespectful to the community and breeds a low self respect for children.  Children need values and quality self esteem early so that it carries to adulthood. Going back to old philosophy of "dress to impress"  Adults need to set great examples.  Its takes a village to raise a child, and also to re-direct a misdirected adult.  Supposedly starting in prison, but regardless of how it started, it needs to be eradicated from common culture  and replaced with commitment to community and quality self respect.
