Pet owners who take care of their pets and who take active steps to find their missing pets shouldn't be punished for their pets running off especially when their owner takes steps to prevent it and then puts time and money into finding them like collars and microchipping. Owners who love their pets dont always have the money or resources to get their pet back once impounded and charged the fee. This is why dogs get left in the shelter and put down because owners cant pay the fee. Also if a dog is wearing a collar with a phone number and or address on it the animal should be returned instead of causing the owner anguish and worry over their missing pet.
