Yes, animals are pets, but they should be seen as family members! YOU chose to add this animal to your family, so why do you want a family member chained up outside with limited amount of space to move? No shelter, nothing to stay warm. Yes, I know there are some breeds that LOvE the winter time, but they too should not be chained up! They should have room to roam. If you can not allow your animal to be inside your home or you do not have a fenced in yard, you do not need to have an animal!
