Based on the current situations in Canada and by comparison to other similar countries, a petition has been created to request that: 1. CIC will work with provinces and territories to implement a new policy, under which, all Canadian provinces and territories will reimburse and exempt all the charges imposed to Canadian sponsors for the natal care and delivery of Canadian children, if one of the parents is Canadian citizen or permanent resident. The universal health care system that is funded by Canadian taxpayers must benefit Canadian citizens and permanent residents first and foremost. Ironically, current policies are creating many loopholes where Canadian families are left with large medical bills, while foreign citizens living in Canada are not. 2. CIC will immediately put an end to the immigration policy that allows foreign spouses of foreign students and foreign workers to come to Canada as workers under Open Work Permit program. The current economic situation and a rising unemployment rate does not allow Canadian labour market to accept any new influx of new workers, without examining if there are Canadians available to do the jobs or how the jobs given to these “Open Work Permit” holders will drive Canadian wages down. Canadian provinces are struggling to balance budgets in the economic crisis and any cuts, if needed, should be imposed to temporary residents. By removing their rights to come to Canada as workers, the Canadian labour market will be immunized against frauds and abuses, the provinces will not have to fund for their health care costs, which can be tens of thousand dollars without them paying any tax. By removing their health care benefits, there will be less incentives for them to give birth in Canada hence reduce the number of the children that will be automatically granted Canadian citizenship status, even though both parents are foreign citizens. It is time for Canada to adopt the law already in place in Australia and United States, which only allows spouses of foreign students to come to these countries as visitors.
