A recent case in Plainfield NJ has gained media attention. Butch, a dog, is currently living chained in a junkyard. Butch's owner can legally keep him outdoors in the yard as long as water, food and shelter is provided. Whether the shelter is adequate or not; it is irrelevant in the eyes of the law. Organizations such as the NJSCA and the Associated Humane Society can do very little in these type of cases.
