Lodi Township, Michigan (www.twp-lodi.org) is currently rewriting ordinances. Public hearing is 2/26/19 at 7:30pm at the township hall.  I would like to address the pet ownership and kennel permit ordinance. The ordinance for pet ownership in Lodi Township is 4 pets (dogs and cats combined) if you have under 10acres.  A kennel permit is required to own or have more than 4 pets on your property.  Lodi Township is predominately rural, agricultural community.  I am proposing a 4 dog limit and not include cats. We personally have 6.22 acres, 2 dogs and a few barn cats that put us over the limit. They are all spayed/neutered, vaccinated and well cared for. My husband, 2 son's and myself are responsible pet owners capable of caring for more than 4 pets and being a good neighbor.

The other issue that needs to be addressed is the ever growing industry of "HOME BOARDING". I am sure most everyone has heard of ROVER and WAG, the apps that connect dog owners with dog lovers who will take care of your dog in your home OR take your dog into their home while you are at work or away on vacation. Back in 2003-4 we lived in residential zoning in Lodi Township where I was issued a "home occupation" permit that allowed me to home board but I was still limited to 4 pets on my property. When we moved to Agricultural zoning in 2005 I was told I no longer needed the "home occupation" permit but was still limited to 4 pets on my property. I am no longer home boarding but it concerns me that many people are doing it under the radar with no qualifications. Consumers want the home boarding option so we need to be proactive and find ways to work with it and not against it to protect the dogs and their owners.  The township needs to have wording in the ordinance for home boarding with a home occupation permit in residential and I believe a "special use permit" can and should be issued for agricultural zoning.  This would generate money for the township and the township would know where the home boarders are located instead of them operating under the radar.

A 4 dog limit is reasonable for home boarding.  Requiring proper space inside the home so dogs can be kept separated when unsupervised, secure fencing for outdoor activities and proper credentials/training such as animal first aid/CPR training, communicable disease training, animal behavior training and boarding insurance.  If these can't be required, they can at least be suggested and literature can be given to anyone applying for a permit.

There are plenty other ordinances that could be enforced if pets became a problem such as noise, sanitation or nuisance.

These ordinances need to be updated with the times and not left for another 50yrs. Now's the time to let your voice be heard!
