Food insecurity is a prominent issue experienced by the University of California Santa Barbara community. A study published in 2016 reported that 48% of UCSB’s undergraduate students and 25% of UCSB’s graduate students are experiencing some level of food insecurity. Food insecurity occurs when people are faced with the difficult choice of paying for basic necessities, such as health care and housing, or buying nutritionally adequate foods. This includes instances in which people are eating nutritionally inadequate foods, such as instant ramen noodles, and instances in which people reduce the size of their meals or skip them altogether because they lacked sufficient resources for obtaining food.

The dining commons at UCSB compost food that has already been prepared and cooked every single day after breakfast, lunch, and dinner. I propose that rather than disposing of this perfectly edible food in the compost bin, the dining commons package and freeze the leftovers to be given to students in need. A school district in Indiana recently partnered with one of their local volunteer organizations to package the cooked leftovers from the cafeteria to give out to students that primarily rely on school lunches as their source of nutrition in order to help ensure that the students would have some food during weekends (view the news article here: https://www.wtae.com/article/school-district-turns-unused-cafeteria-food-into-take-home-meals-for-kids/27028248 .

For this proposed UCSB version, the system would be run on a primarily volunteer basis, in terms of both packaging and distributing the frozen meals. Students would be eligible to receive these meals in a similar model that the A.S. Food Bank uses to distribute free dining commons meal tickets. This would ensure that the free meals are being given out in a regulated fashion to current UCSB students who meet a certain level of need.
