Something serious the government has missed

As the furlough has been extended till October many people haven't seen a dime as the government hasn't realised when paying the furlough to employee bank accounts many businesses don't pay via bank account but cash at the end of the week. Which means the government doesn't even check how the businesses can prove they given the money due to the employers. They're just assuming they've given the money.
