From the NRA, they do not certify ranges as safe or unsafe!

One of people working the hardest to reopen the range Kristy Scott. Finally was able to speak with the NRA about our range issues. This is their conversation. 

I just got off the phone with the NRA. Here is what I was told by one of the Range Technical Team individuals:

They do not certify any range as safe or unsafe as that would immediately impart liability on behalf of the NRA.

They will, as requested only by the range owner, evaluate the range and offer best practices on range management. Their final report is not available to the public, only the owner/managers of the range. I explained the situation of Mr. Brooks being a stakeholder in the range, and also that he represents that he is part of the range assessment team. In that case, the NRA would assign an additional person that does not have a conflict of interest.

I asked the question - can a group of individuals request an evaluation as a sort of "second opinion", the response was that only the range owner is allowed to make that request. The question I posed is this:

"Since your report is not public, what would preclude the range owner from stating that the range is unsafe and needs to close". His response was that the NRA is not out to close any ranges and would never recommend that. I responded again, since the report is not public, the public would never know that. We would only know what the City advised us (ie: range closure, range back open).

Today is a day of phone calls and fact finding for me. Stay tuned. I told the NRA that they not only need to evaluate the range, but also the development going in so close to the range to know the entire situation. I was reassured several times that their goal (NRA) is to keep ranges open and accessible. Too bad that is not the City's goal. -Kristy
