Police report used to close the range

Here is the police report that was used to close the range. I have blacked out any personal information. In the report you will see the witness state "Heard a bullet pass by and land on the hill next to him." That is only possible if someone is shooting in an unauthorized area and not the range. Also, "he heard a bullet flying overhead and thought it came from the rifle range".
