For the record I do not believe for a second that anyone at the landfill could ever be injured. It is impossible, the city is calling for the NRA and NSSF to come out and do an assessment. This is for funding and not to verify if there is an actual safety concern or not.

On Tuesday 11-13-2018 there was a meeting between our club and the Carson City administration regarding recent events at the CC shooting range and neighboring properties.
Present were: , CC Parks/Rec. Director; , City Manager; , Public Works Director; , Chief Deputy District Attorney; , CRPC President and , CRPC Secretary.
The subject of the meeting was range safety, spurred by recent reports from city employees at the landfill who are concerned with their safety, and we along with the city shares these concerns. The city has joined with the club in requesting a range assessment by the NRA & by several private companies (we will see who can get us on the calendar first). We specifically discussed what measures may be instituted immediately to at least partly address their concerns in assuring public safety.
Several ideas surfaced and were agreed to by all involved.
1st we will be posting signage directing all shooters to fire only into the existing berms and to avoid placing targets in locations that are likely to result in ricochets. (These are part of the NEW Range Rules that we have been working on together for several months now). We will be adding some firearms restrictions as well. Effective immediately (as soon as signs are posted) Any firearms chambered in .50 BMG, 416 Barrett, 408 / 375 Chey Tac, .338 Lapua or any round derived from the same or producing kinetic force on par (or higher) with these is strictly prohibited at this facility. since the existing berms are inadequate to reliably trap these rounds. Full auto firearms will also no longer be allowed on the public firing lines.
The club has agreed to restrict public-use of the range to Saturday and Sunday only. This will last for a period of approximately three months, beginning November 26 while range improvements are made, The Club will also supply Range Safety Officers to monitor the facility and public users during these open time periods. .
Moving forward, the 4 private bays will only be available via reservation to organized groups supplying their own Safety Officers and liability coverage - the public will no longer be allowed to use this area.
In addition, the city agreed to allow collection of a nominal fees for reservations and use of the range. Monies raised will be used for continuing range maintenance and improvement projects. (fees charged is to be determined).
During the period of weekday closure, the city will install the target bases that the club has prepared, and in the future all users will be required use these. Or users will be required to shoot only at targets placed directly in front of the backstops for proper bullet impact. We will continue to add new target stands for the general public to use on both the rifle and pistol lines. This is in addition to other range cleanup - improvements that will take place during this closure.
Club members, the ball is in our court- it is up to us to help make the range we all enjoy one that is safe for both shooters and the public. Placing RSOs on the firing line is the surest way to help ensure compliance with the safety rules, and thereby assure the range's survival. Under our written use agreement, we must be proactive. If helping by monitoring the firing line is something that you can do, even occasionally, we could sure use your help. You must be current on your NRA Certification as a Range Safety Officer.
If you are not an RSO I will be hosting a class in the near future - the cost is to be determined but should be about $40.00 to cover the materials - I will donate my time to the teaching, attendees will be required to pay NRA directly for certification fees. (about $30 to $50)
If you are an RSO - you need to be trained for this facility this training takes about 1 hour, and is free of charge.
