Cardiff City Away Ticket Criteria - Release Tickets on General Sale

As a fan base - 99% of other clubs up and down the country release away tickets for general sale within 7-10 days of the fixture if it hasn't sold out to members/ST Holders.
The current membership scheme works, and ST holders & members should get priority. But I often know people who aren't members who would like to attend away matches on occasion, but don't go regularly enough to warrant paying a membership fee.
If tickets to away games were to be put on general sale, some of the people who attend now and again could become regulars - as a club we don't have the ticket demand to not put tickets on sale to the general public. Just don't quite understand why the club has this scheme in place where it seems to be putting the more casual fan off of travelling to away fixtures.
I have seen examples of people on the forums talking about large groups of up to 12 wanting to attend fixtures and only 3 being able to get tickets - I know of 5 people who were unable to attend our rearranged fixture at Brentford on 13/03 because they don't have memberships.
