Information Commissioner of Canada: is Health Canada supposed to have AB non-compliance records?

A bit flabbergasted by the response by the Office of the Information Commissioner of Canada, regarding my complaint from March 3rd 2026. Yes, I do believe that Health Canada and the Federal Health Minister should have records regarding Alberta's ER wait times, non-compliance,  health transfer deductions, reimbursements, and enforcement-related summaries, it seems unreasonable to conclude that no underlying records, analyses, correspondence, briefings, monitoring documents, or overviews exist.
