Just last week VA made it clear in their statements if a veteran or caregiver is unhappy with the decisions made by the program to deny or discharge, they have appeal options.  They continue to maintain the new regulation is mandated by Congress, failing to acknowledge they made the decisions to restrict the program.  The Final Rule issued Jan. 9, 2015, was still effective, there was no reason to create another Final Rule on July 31, 2020, other than to restrict the program.  This regulation is harmful to the veteran community, without change, there will be damaging effects to thousands of veterans and their families.
