Call on Japan Airlines (JAL) to Comply with the Tokyo Metropolitan Labor Relations Commission Order and Begin Good-Faith Negotiations

To: Ms. Mitsuko Tottori, President, Japan Airlines (JAL)

From: JAL Dismissed Workers’ Union (JHU)、 National Network Supporting the JAL Labor Dispute

Overview of the JAL Dismissal Case

On December 31, 2010, Japan Airlines (JAL) dismissed 165 experienced pilots and cabin crew members based on their age and medical history. It’s a serious human rights violation. In addition, official documents later revealed that these dismissals were unnecessary. This became clear from the Safety Report—a public document JAL submitted to the Minister of Land, Infrastructure, Transport and Tourism after the dismissals.

In connection with this case, on January 15, 2026, the Tokyo Metropolitan Labor Relations Commission ordered JAL to disclose the number of personnel after the dismissals. JAL had concealed the existence of the Safety Report and refused to disclose the post‑dismissal staffing numbers. This conduct was recognized as an unfair labor practice.

The Commission’s order is an administrative order, and JAL is legally obligated to comply. Nevertheless, JAL has refused to carry out the order and instead filed an objection with the Central Labor Relations Commission, continuing to evade accountability.

JAL’s Organizational Culture: Discrimination and Hostility Toward Unions that Raise Safety Concerns

For many years, JAL has maintained a culture of discriminating against and showing hostility toward unions that raise safety-related issues.

・Safety concerns raised by employees do not reach management
・Unions expressing dissent face disadvantages
・Dialogue with unions is insufficient
・Management control is prioritized over frontline voices
Such a culture weakens the safety culture, which is the most essential foundation for any airline.

International Criticism: Four ILO Recommendations

The JAL dismissal issue is not only a domestic matter. The International Labour Organization (ILO) has issued four separate recommendations to the Japanese government regarding JAL’s mass dismissals and subsequent actions.

The ILO repeatedly urged compliance with international labor standards, including:

・engaging in sincere dialogue with the labor union
・refraining from union discrimination
It is extremely rare for multiple recommendations to be issued in a single case, and the JAL dismissal issue is recognized internationally as a human rights concern.

An Unprecedented Case Worldwide: Mass Dismissal of Experienced and High‑Seniority Crew Members

It is highly unusual—almost unheard of globally—for an airline to dismiss a large number of experienced and high‑seniority pilots and cabin crew responsible for safe flight operations.Aviation safety relies on the experience, skills, judgment, and teamwork of seasoned crew members. Losing such essential personnel all at once poses a serious risk and is internationally regarded as a significant weakening of safety culture.

Why the JAL Dismissal Issue Is So Serious

A company’s refusal to comply with an administrative order is a grave governance problem and undermines the foundation of safety.

JAL’s refusal to disclose the facts regarding the necessity of the dismissals shows that its long-standing hostility toward unions that raise safety concerns has not improved.

Safe flight operations depend on the employees working on the front lines. A company that does not comply with administrative orders cannot be trusted to maintain a robust safety culture. This is a matter of great importance to society both domestically and internationally.

Our Demands

We call on President Mitsuko Tottori of Japan Airlines to take the following actions:

1.Immediately disclose the post‑dismissal staffing numbers, as ordered by the Tokyo Metropolitan Labor Relations Commission.
2.Engage in good-faith negotiations with the JAL Dismissed Workers’ Union (JHU) to resolve the long-standing labor dispute.
 A Request to Everyone

For JAL to become a better and more responsible company, voices from society are essential. We ask for your support by signing this petition calling on JAL to comply with the Commission’s order and begin sincere negotiations.

Thank you.
