Call for closure of tavern and shebeen in Paperbark Village
The Issue
WE WANT UNWANTED TAVERNS OUT OF OUR RESIDENTIAL NEIGHBOURHOOD!
To: The City of Johannesburg, Johannesburg Development Planning, Public Safety and the Gauteng Liquor Board
We, the concerned residents of Paperbark Village, South Hills, Johannesburg, are calling for the removal of the tavern and shebeen operations at Erf 1202 PTN 400 and Erf 1202 PTN 353.
Our neighbourhood is our home, our investment and the place where we raise our families. We should not have to sacrifice our peace, safety and property values because of businesses that residents believe are incompatible with our residential environment.
We have had enough of the ongoing disturbances and are calling on the relevant authorities to take meaningful action.
WHY WE WANT THESE TAVERNS OUT OF PAPERBARK VILLAGE
1. Protecting our property values
Our homes represent years of hard work, financial sacrifice and investment. We are deeply concerned that the presence of taverns, excessive noise, late-night disturbances and increased traffic could negatively affect the value of our properties. We should not have to worry about our homes becoming less attractive to prospective buyers or losing value because of activities taking place in our residential neighbourhood.
2. Excessive noise and disturbances
Residents have raised repeated concerns about excessive noise, loud music, patrons and disturbances that continue late into the night and sometimes into the early hours of the morning. Our families deserve to sleep peacefully and enjoy their homes without being subjected to constant noise and disruption.
3. Safety and security concerns
The increased movement of patrons and vehicles, particularly at night, raises serious concerns about the safety and security of residents. We want our children and families to live in an environment where they feel safe, without unnecessary disturbances associated with late-night tavern activities.
4. Protecting the residential character of Paperbark Village
Paperbark Village is a residential community. We want to preserve its peaceful character and protect the quality of life of the people who live here. We do not want our residential streets to become places of ongoing nightlife, excessive noise and disturbances.
5. Lack of satisfactory resolution
Residents have repeatedly raised their concerns with the City of Johannesburg and other relevant authorities. Complaints have been escalated through various official channels, yet residents continue to seek a lasting solution. Our complaints include concerns about zoning, land-use permissions, liquor licences and compliance with applicable municipal regulations. We believe residents deserve clear answers and meaningful action.
THE PROPERTIES IN QUESTION
Our petition specifically concerns:
- Erf 1202 PTN 400 – a property associated with tavern and restaurant activities.
- Erf 1202 PTN 353 – a property associated with shebeen and takeaway activities.
We call on the authorities to investigate the operations at both properties and establish whether they have the necessary approvals and licences.
WHAT WE DEMAND FROM THE CITY OF JOHANNESBURG
We, the undersigned residents of Paperbark Village, demand that the City of Johannesburg and the relevant authorities:
1. Conduct a thorough investigation into the operations at both properties.
2. Confirm the zoning and land-use rights applicable to each property.
3. Verify whether the businesses have valid liquor licences and all required municipal approvals.
4. Investigate complaints about noise, operating hours, disturbances and other alleged violations.
5. Take appropriate enforcement action where businesses are found to be operating unlawfully.
6. Where the law permits, take the necessary steps to close businesses that are operating without the required approvals.
7. Provide residents with a written report detailing the findings, actions taken and any outstanding issues.
OUR POSITION IS CLEAR: WE WANT THESE TAVERNS OUT!
We are not against legitimate businesses. However, we believe that the interests and rights of residents must also be respected. We should not have to choose between enjoying peace in our own homes and protecting the value of our properties.
We want our children to grow up in a safe and peaceful neighbourhood. We want to protect our investments and preserve the residential character of Paperbark Village for future generations.
We have followed the official complaint channels and continue to seek accountability. We now call on the City of Johannesburg to listen to the community and take meaningful action.
OUR HOMES ARE OUR INVESTMENT. OUR PEACE IS OUR RIGHT. OUR NEIGHBOURHOOD DESERVES PROTECTION.
We urge every resident of Paperbark Village and every concerned member of the public to sign and share this petition.
Together, we can demand accountability and work towards restoring the peaceful residential environment we deserve.
SAVE PAPERBARK VILLAGE!
