RE: Reciprocal Driver’s Licence Exchange Agreement (Ontario–Spain)                    Feb 21, 2026

Dear Minister Sarkaria,

I am writing as a Canadian citizen and Ontario driver's licence holder.

I am attaching a petition signed by Canadian and Spanish residents requesting that the Government of Ontario initiate discussions with the Government of Spain regarding a reciprocal driver's licence exchange agreement.

Ontario and Spanish licence holders residing in each other's jurisdiction are currently required to retake theory and road tests, despite having already met rigorous licensing standards in their home countries. No reciprocal exchange agreement currently exists between Ontario and Spain, though analogous arrangements exist — Ontario with France, Spain with Japan — demonstrating that such agreements are administratively feasible.

In December 2025, Canada and Spain reaffirmed their commitment to strengthening bilateral economic and strategic cooperation. A reciprocal licence exchange agreement would represent a practical and citizen-focused administrative step aligned with that broader partnership.

I would be grateful if the Ministry could advise whether a reciprocal agreement with Spain is currently under consideration, whether there is an opportunity to initiate such a review, and who the appropriate contact would be for affected residents wishing to provide input or follow up.
