Implement an animal abuser registry in California.

A law for an animal abuser registry in California is long past due and needs to be set up without delay.

-We are hoping to reintroduce an animal abuser registry to the CA legislature
-Animal abuse has affected us and others in our community and we would like to see a better method of tracking abusers
-We hope that upon reviewing the proposal the Legislature will see why we feel such a law is necessary,as well as that it has the people’s support, and pass it

Too many times again and again we hear of abused animals being tortured and murdered. The crimes against animals are getting more heinous everyday. All too often the crimes of these abusers are never brought to the eyes of the public, local authorities or Pet adoption facilities. Many times animal abusers, after being convicted, go right back out and get other animals with no one the wiser and the cycle of abuse just keeps going on and on. We need to set into action a CA Statewide Animal Abuser Registry so that these offenders (ABUSERS) are shown to the public . If convicted of animal abuse, the abuser will have their name, photo, current address and criminal charges will automatically go into a registry  which would be publicly available.

The State of Tennessee has recently passed legislation regarding animal abuse offenders. We hope that with enough signatures the legislators of California will push for a bill similar to the one from Tennessee and that California will become one of the states in the nation that exposes animal abusers. 

It is important that we all take steps to protect animals from further abuse. Our goal in this petition is to encourage the California State Legislators to give some serious consideration to this matter and implement this animal abuser registry.

An animal abuser registry could be an important tool for protecting animals statewide. Abusers would be no longer allowed to own animals, sell  animals, or work with animals. Much like the child abuser registry, this would require animal abusers to enroll in an animal abuser index, with their name, photo, current address and criminal charges which would be publicly available. Also breeders, shelters, and stores would need to check it before sending an animal home with someone. If a merchant does not check the list before a sale or knowingly gives an animal to someone on the list, they would be held responsible.

However the main reason we need this extra measure for animal abusers is because animal abusers, like sex offenders, fall into a special category.

They enjoy torturing a defenceless living being, often a loving pet, and they enjoy watching their pain and suffering. These abusers go on to abuse again because they strongly desire to repeat that experience. They might choose other animals as their victims, or they might choose human victims. That taste for cruelty and killing is what sets animal abusers apart from other criminals.

A registry of this nature is necessary given the close correlation between animal abuse and child abuse.That is why they are dangerous, and that is why we need an Animal Abuser Registry.

The FBI has added animal cruelty to its list of Class A felonies, and in 2016 began collecting data for such crimes the same way it does for other serious offenses, including homicide. Many animal abusers have a history of domestic violence or other criminal activity, and there is a disturbing trend of animal abuse among our country’s most notorious serial killers.It would also be a help to law enforcement because many repeat animal abusers often demonstrate violence toward humans as well.

This is why we need your help to ensure our communities are kept safe and informed. Animals and humans alike deserve our best efforts to keep them safe. Please take the necessary steps to ensure a registry to identify animal abusers is put into effect by signing and sharing this petition.
