Judge Wells claims to be an expert in family law and all the applicable procedures surrounding civil law. However, strangely enough Judge Wells fails to apply the most basic civil law procedures when it comes to applying a substitution of attorney process. The judicial council has made the mandatory forms available for attorneys and pro-per litigants to use. At the proceedings held on 12/6/2016 at least 4 separate ones did not contain a substitution of attorney, a mandatory judicial form filed with the court specifying who the attorney of record is in civil law. Basically this means that the proper attorney of record, in this case the pro per litigant was not properly represented by him/herself and the self represented litigant wasted over $15-20,000 on average on an attorney when a substitution of attorney had not been filed with the court reflecting said attorney. Mandatory judicial council forms and their impact have no relevance in Judge Wells' department 2 J; well known for the terrifying impact of anarchy rulings. CCP section 285 specifies as follows: "When an attorney is changed, as provided in the last section, written notice of the change and of the substitution of a new attorney, or of the appearance of the party in person, must be given to the adverse party.
