Change the California Law that Allows for the Killing of Mountain Loins

The Issue

On Monday, November 28, 2016, the California Department of Fish and Wildlife issued a kill permit to "depredator" the Santa Monica Mountain range of a 4 year old male puma who is known as P-45.  He is thought to have killed ten alpacas and a sheep and a goat on a Malibu ranch.  According to our current law, the warden must issue the permit if s/he finds damage of personal property (ie. dead livestock) from a puma.  Whether or not that property owner took steps to safeguard their property is not factored in at this time under our current law.  We need to change this law to allow wardens to factor in whether property owners were responsible prior to issuing a kill license. We must be good neighbors to our animal life.  Property owners seeking to destroy an animal must first demonstrate the steps they took to safe guard their property (ie. a shelter like a barn to house animals at night.)   Killing a wild animal for acting as it was designed to do is unjust and immoral.
