CalTrans needs to scan for microchips...

Dear Supporters, It's June 14. I'd like to review the need for this petition. Today I was driving onto CA Hwy One and on the side of the on ramp lay a small black cat.  I turned around, went back to see if this deceased kitty had a collar, no collar.  So here is a victim of a hit and run.  A cat that may have once purred with affection, gave companionship to a lonely elder, been the playmate of a child, is now gone and will never be found.  CalTrans will be called to remove this lifeless victim, but they have NO responsibility to find the owner.  This needs to change.  It's not hard to scan for a microchip, track down and notify an owner and give this poor animal a decent closure to life.  CalTrans needs to scan!!!
