Stop the Transfer of Ellington Field

We the undersigned residents of Burleith, Hillandale and Georgetown and/or public school parents write to register our opposition to the pending proposal to immediately transfer custody of Ellington Field from DCPS to DPR. 

The reasons for our opposition are as follows:

●      First, the proposal to radically transform Ellington Field and its use is being driven in large part by adverse public reaction to a recent, misguided decision by DPR to grant exclusive prime time use of Jelleff Recreational Center to The Maret School in Ward 3.  As a result, a small private school will be allowed to monopolize the well-groomed and lit fields of Jelleff Recreation Center during prime-time after-school hours, while many more students from public schools are excluded and forced to compete with each other and with sports leagues for access to Ellington Field in the middle of a residential neighborhood. 

●      This is just wrong.  And it underscores why DPR cannot be trusted to manage Ellington Field wisely or fairly without careful planning and community input. 

●      Second, Burleith is a small community already burdened by vehicular traffic from Georgetown University, MedStar Hospital, the Washington International School, and Duke Ellington School of the Arts.  Our judgment is that opening Ellington Field to frequent use by schools and sports leagues from across the City could have a dramatic and negative impact on traffic, noise and, particularly, parking for residents in our neighborhood.  

●      Yet no plan has been developed or proposed for how the expanded field will be used, by whom, and during what hours of the day or night.  No study has been done of the impact of such use on traffic, noise, and availability of on-street parking in our neighborhood or on access to the field by local schools.   To date, DPR has failed to complete such a use plan and study, and won’t commit to preparing these clearly necessary studies in the future.

●      Finally, the change will not benefit our local public schools.  These schools already have priority access to the field and the parents of students in those schools join the neighborhood in opposing the change.  We are all opposed.

●      We therefore ask that no decisions about the future of Ellington Field be taken until a use plan for the field has been developed and published, impacts on local school access and the neighborhood have been properly examined, the community has  been meaningfully consulted, and Ward 2 has regained representation on the City Council.
