Loro Gjonaj, from Yonkers, accused of slamming a puppy onto a Bronx Street after dragging her out of his car turned himself in to cops.  Yet he only received a desk appearance ticket for a court date in November.  He was not arrested.  

"in rescue, we see a lot of horror and tragedy, but this is probably the worst that I have seen in my rescue lifetime"

Gjonaj faces charges including torturing, injuring or not feeding an animal and abandonment of a disabled animal, police said

Please represent us and prosecute Loro Gjonaj to the fullest extent of the law.    I am disappointed  he only received a desk appearance ticket for a court date in November and was not arrested  

This is one of the most horrific cases of animal torture seen in the Bronx.  The beagle, dubbed Cleo, suffered severe injuries including severe facial swelling, a fractured bone under her eye, among other medical issues.
