Now, THERE IS A NOTICEABLE SUB-CATERGORIZED setup where your state MAY NOT APPEAR on a specific link ON THE LEFT PANE'S subcategories. No worries! YOU JUST look for...

from there, YOU get the drop-down menu, FIND your state you are from. Once you find your state, YOU CLICK/TAP on your state and YOU'LL get A PAGE that displays CONTACT INFO of THE GOVERNOR, THE MAILING ADDRESS, CONGRESS MEMBERS CHECK LINK AND STATE AGENCIES. Your LIKELY BEST SPOT is to look for the SECTION, "State Agencies". THIS SECTIONS pretty much PROVIDES THE WHOLE ENTIRE VAULT of all the agencies that work for INFRASTRUCTURE (recommended for your city's streetlights), Counselors, Congress Members (if different), Attorney Agencies, BAR Agencies, General Inspector agencies, Numbers of your city and so forth.
THE BEST way to PRESENT your CONCERN or CONTACT is...
"Hi there. My Name is, (Put your name here). I am contacting you in concern for our streetlights. They produce too much blue/warm white light and would like to write my health concerns. (And here YOU CAN post YOUR HEALTH CONCERNS in)"
