BEYOND VOLUNTEERISM: Elevate BS Social Work as a Major Career Pathway in the Philippines
The Issue
Social Workers are essential human rights and community frontliners in the Philippines. From managing disaster relief and climate evacuation centers under the NDRRMC framework to protecting abused women and children, supporting mental health programs, and advocating for marginalized sector rights, Registered Social Workers (RSWs) hold our communities together. Regulated as a distinct board-certified profession under Republic Act No. 4373, social work requires rigorous academic training and a passing mark in the PRC Licensure Examination.
Despite being officially designated as a national priority discipline by CHED, BS Social Work remains vastly under-promoted as a major career path in Philippine high schools and DepEd career guidance programs. Many students view it as volunteer work or a minor public service job rather than a prestigious, viable profession. Furthermore, despite statutory protections mandated by the Magna Carta for Public Social Workers (RA 9433), those who enter the field face severe challenges: low starting wages in lower-class Local Government Units (LGUs), widespread Job Order (JO) and Contract of Service (COS) contractualization, and an arbitrary denial of hazard pay despite serving in high-risk environments.
As the Philippines experiences increasingly severe climate disasters, growing economic pressures, and rising mental health needs, the demand for licensed social workers is at an all-time high. Failing to actively promote social work as a top-tier career choice—and failing to compensate social workers fairly—leads to critical staffing shortages in rural municipalities and forces licensed professionals to migrate to corporate roles or overseas markets.
By signing this petition, YOU advocate for the recognition, promotion, and fair treatment of Filipino social workers. Let us mandate proper career orientation in high schools, enforce full compliance with RA 9433 across all LGUs, encourage the next generation to choose Social Work as a major career path, and ensure our frontliners get the dignity, security, and compensation they deserve.
