Allow cats to roam - Get rid of ByLaw No. 7860 (The Animal Control Bylaw, 1999)

The Issue

I would like to see Saskatoon City Bylaw No 7860 changed.  Cats are roamers and should be able to do so if the following requirements are met

*Spayed/Neutered

*Licensed

*Up to date on all vaccinations

My cat Tony was a stray who ended up on my parents door step.  Beat up, starved, full of ear mites and worms.  I took him in because he needed my love and care.  I have since nursed Tony back to health.  He is the most loving cat you could ever meet.  But he is a roamer and when he is not allowed to go outside he pees in my house (I have ripped out carpet in 3 of the 4 levels in my house from his behavioural peeing).  But when allowed to go outside he does not act out like that.  You can ask any of my neighbors that he is a loving cat and is no harm to anyone.  I can no longer keep paying the impound fee, but also cant afford to keep renovating my house.  I am at a loss of what I should do.  Tony has become a member of my family and I love him soo much.  Please forward this on and see if we can do something about this bylaw
