Viele ältere Menschen, die noch in der Zeit des ehemaligen Jugoslawiens lebten, haben sich ein Wochenendhaus auf dem Land, im Gebirge oder am Meer gebaut. Die jetzt erhobene Zweitwohnsitzsteuer von 5 Euro pro Quadratmeter und Jahr ist für diese Menschen, viele davon Geringverdiener oder Rentner, kaum zu stemmen. Es handelt sich um einen sozial ungerechten Beschluss, der besonders die finanziell Schwächeren trifft. Dies ist eine Forderung an die Gemeindeverwaltungen in Kroatien, die Zweitwohnsitzsteuer auf maximal 1 Euro pro Quadratmeter zu begrenzen. Dieser Betrag ist für alle betroffenen EU-Bürger fair und tragbar. Nebenbei bemerkt, zahlt man sowieso schon Kommunalgebühr an die Gemeinde. Laut Eurostat (2019) ist die Pro-Kopf-Einkommen in vielen EU-Ländern deutlich niedriger als der EU-Durchschnitt. Unter Berücksichtigung dieser finanziellen Realität ist es angebracht, eine Obergrenze für die Zweitwohnsitzsteuer, bekannt als Porez za Kuca za Odmor und jetzt umgewandelt in Porez na nekretnine (was eigentlich jetzt Grundsteuer heißt) einzuführen. Mnogi stariji ljudi, koji su živjeli još u doba bivše Jugoslavije, izgradili su vikendice na selu, u planinama ili na moru. Trenutačni porez na kuće za odmor u iznosu od 5 eura po kvadratnom metru godišnje postao je gotovo neizdrživ teret za te ljude, među kojima su mnogi umirovljenici ili osobe s niskim primanjima. Riječ je o socijalno nepravednoj odluci koja prvenstveno pogađa financijski najslabije građane.
Stoga upućujemo zahtjev općinskim upravama u Hrvatskoj da se porez na kuće za odmor ograniči na maksimalno 1 euro po kvadratnom metru. Taj je iznos pravedan i prihvatljiv za sve pogođene građane Europske unije. Pritom treba naglasiti da se općinama već ionako plaća komunalna naknada. Prema podacima Eurostata iz 2019. godine, dohodak po glavi stanovnika u mnogim zemljama članicama znatno je niži od prosjeka EU-a. Uzimajući u obzir ovu financijsku stvarnost, nužno je uvesti gornju granicu za porez na kuće za odmor, koji se sada transformira u porez na nekretnine. The currently levied secondary residence tax of 5 euros per square meter per year is barely manageable for these individuals, many of whom are low-income earners or retirees. This is a socially unjust decision that particularly affects those who are financially vulnerable.
Therefore, we demand that municipal administrations in Croatia limit the secondary residence tax to a maximum of 1 euro per square meter. This amount is fair and sustainable for all affected EU citizens. Furthermore, it should be noted that owners already pay communal fees to the municipalities. According to Eurostat (2019), the per capita income in many EU countries is significantly lower than the EU average. In light of this financial reality, it is appropriate to introduce a ceiling for the secondary residence tax—known as Porez za kuću za odmor and now being transformed into Porez na nekretnine (Property Tax).
