"The Secretary noted that Hamas has once again refused to release even a limited number of hostages to secure a ceasefire and relief for the people of Gaza," Miller said.

According to Israeli newspaper The Times of Israel, Egypt had recently put forward a proposal under which Hamas would release four Israeli hostages in exchange for around 100 Palestinian prisoners. During an initial 48-hour ceasefire, a longer-term ceasefire would be negotiated.
