The quarry feared they would lose tomorrow when Commission Steve Taylor made the final vote for rezoning and they feared they didn't stand a chance to appeal legally, so they opted to withdraw their application.  The soonest they can reapply is 6 months from now, but nothing is going to change. If they reapply we will be right here to fight them again.
