Plan Mérida is a US military training and arms export program for the Mexican military. Also called the Mérida Initiative, the congressionally approved aid package has provided Mexico's government with over 2.4 billion dollars worth of arms and military training. The initiative was originally conceived by the Bush administration as a means to combat large narcotrafficking organizations. Unfortunately, for the Mexican population, the increased militarization of law enforcement has led to more state repression and less influence over drug policy. Due to high level corruption and the US' insatiable appetite for narcotics, the provision of valuable military equipment to Mexico has not resulted in a net decrease in production of drugs, reduction of civilian deaths or reduction in drug consumtion in the United States. In fact, since the launch of Mexico's US funded "War on Drugs", Mexico has suffered more than 140,000 civilian deaths linked to the drug war. Before he leaves office, President Obama can change course, and discard this failed policy.
