Dear Mayor;
We request the protection of the families affected by the constructions on the Balcón al Mar sector on plots 11F to 7F, Joseph Haydn's Street.
Particularly the construction in progress on plot 11F that has undermined and destabilized the cliff over our homes.
We are in imminent danger of being buried alive.
We need the City Council to stop the construction work, and demand to the developer the execution of stabilizing measures of the slope before, this already announced tragedy, occurs.

The City Council of Jávea allows new constructions and excavations at the edge of the cliffs without first requiring the execution of works to protect the affected slopes.

In Cabo La Nao, Jávea, 35 families are affected by constructions that undermine the cliff above our houses and we are in imminent danger of being buried

We make the following request:

TO THE CITY COUNCIL OF JAVEA

On April 22, 2,019, during the heavy rains that occurred in JAVEA, the collapse and landslide of the slope of plot 19F Calle Bela Bartok of the Balcón al Mar Urbanization took place.

This slope was based simply on the vertical superposition of rocks of a certain size (approx. 1/2 m3) with later filling of loose material.

When it collapsed, it blocked Pierre Boulez Street, the only escape route for more than 45 houses (whose maximum occupancy exceeds 150 inhabitants at certain times of the year), leaving those who were at that moment totally blocked and defenseless.
Leaving people older than 80 years, sick children whose evacuation was practically impossible. For several days, the neighbors had to "climb" the mountain, over the fallen trees, rocks and mood, to buy groceries in the small supermarket in the neighborhood. It is worth mentioning the patient, stoic and very civilized behavior of all the neighbors in this situation.

The pool on that house is still today almost "hanging" after the detachment of the rocks that formed the aforementioned deficient slope. In the following days the town hall proceeded to unblock the road but not to clean and totally remove the large stones that reduce the width of the road leaving them in the area of ​​the curve. They have also left there the remains of trees and vegetation, which for the summer will be dry increasing the risk of fire, blocking once again, the only way of evacuation.

We, the neighbors who have lived in the area for years, can see how the traditionalhouses of 1 floor on the ground and big walls around the perimeter of their plots, are being replaced by the "trendy open-style" constructions with several levels and also with basements and pools practically on the edge of weakened cliffs that are totally inadequate and unsuitable for the type of soil in this area.

I have been able to verify personally, the discharge of water coming from swimming pools on surface, percolating the cliffs.

The same day, there were landslides in the cliff area under plots 7F, 8F, 9F, 10F and 11F, Joseph Haydn Street, hereinafter "Haydn Cliff", highlighting rocks of enormous dimensions (approx 2m diameter). The larger ones, came off just under plot 11F currently under construction (already reported on February 1 of this year, by the excavation and type of machinery used for it, unsuitable for this type of soil.

The rock fell a scant meter away from the house Halcon number 3 at that moment, 3 am, the owner and wife with 2 kids were sleeping. We feel very lucky because that minimal and casual distance prevented fatalities, but I suggest you to take this fact as a serious warning of a tragedy of unsuspected proportions and put the means to avoid it.

In my professional opinion, the collapse of the slope of the 19F did not represent major problems because all the material slides naturally on the street Pierre Boulez, without traffic at that time.

But that is not the case of the Haydn Cliff, whose collapse would generate volumes that according to my shallow estimation and taking into account the coefficient of expansion for this type of soil, height, inverted natural slopes, caves and uncontrolled erosive vegetation, by the length of the cliff, would leave destroyed and completely underground the 35 houses that are under that area of ​​influence and its occupants. Only the rock that came off that "lucky" day left a crater 2.3 meters in diameter in its smallest dimension and between 10 and 15cm deep in the road.

The rock was removed, not the rest of the rocky material and the road wont be repaired as per information of the technicians of the Ayuntamiento.

In addition, the plot 11F have been excavated, using also inadequate machinery, and in some points reach about 8 m deep and scarcely 2 m from the edge of the cliff, that have been noted unstable both, by the allegations of neighbors and by the own ayuntamiento who installed signs of risk in the road by landslides, years ago.

According to the developer website, the house Villa Danna is for sale on 2.5 million euros. I was able to gind in their web sketches and Real photos of the progress of works but no measures of protection of the cliff is appreciated.

They also report that it will have an outdoor pool very close to the edge of the cliff, another heated and an interior garden. The competent technicians can confirm the impact on the cliff by the amplification of seismic waves in bodies of water. All this area as you may know, is rated as sismic zone and we have lived some in previous occasions.

The impact of possible discharges of water from firefighting planes, frequent and necessary in this area, also cataloged with a high risk of fire, should also be considered in the same way.

This letter to the City Council, pursues with the best and most professional intention the assurance of the integrity of the work in progress, future works, houses and neighbors in the area of ​​influence of the Haydn cliff as well as provide moral tranquility to developers, investors politicians and technicians involved.

For all the foregoing, WE APPLY TO THE CITY COUNCIL;

1.- Total and immediate paralysis of all works (demolitions, excavations, major renovations, etc.) in progress and in the future that may increase the existing risk of collapse of the Haydn Cliff

2- Instruction is given to the residents of the houses on the cliff Haydn, to refrain from using intensive irrigation of gardens and drains of swimming pools on the surface, in order to avoid the increase in the washing of fines. Fines that currently collaborate as friction material keeping some large rocks and trees in unstable equilibrium.

3.- I request immediately, as a preventive measure in the short term before the maximum summer occupation, the safe removal of currently hanging rocks and trees

4.- to hire an independent company with competent technicians in soil stability and slopes, for proposing the required interventions and limitations in constructive matters that guarantee the stability of the Haydn cliff.

5.- The paralyzation of works and irrigation must be maintained until the total execution of Haydn cliff stabilization works.

This writing is signed by an Engineer who during more than 30 years of professional practice, has always given priority to safety executing diversity of major works among which, for this case include dams, roads, buildings, retaining walls, sheet piling, colleague in addition to Dr. Calavera Ruiz in pathology evaluations and design of solutions and in recent years as Director of the technical safety section for the engineering design in Norwegian oil installations with more than 60 engineers under my responsibility.

I believe that I have sufficient credentials to properly and strongly request the CITY COUNCIL of JAVEA to pay due attention to this writing, which under no circumstances intends to harm anyone, but on the contrary, to collaborate without profit or no other type of benefit in favor of the protection and security of neighbors and the peace of mind for investors, politicians and technicians.
