A cross check system between child welfare agencies (like DCFS), the police, and animal shelters/adoption groups would provide an additional set of eyes for the protection of people and animals.  Integrating communication is key so that the awareness and extent will provoke action - sooner than later.  

The correlation between how a child or a pet is treated is proven and if an animal isn’t treated well (or the conditions are bad) it is a key indicator about child welfare.  The lack of empathy, control/anger, substance abuse can all contribute and become apparent by all those in the household (speaking or not - animals). 

As recently noted in a sad IL case, the 17 calls to police and over 30 by DCFS all noted the lack of care to the dog, the filth, child abuse indications etc.  Linking communication between DCFS, police & animal welfare or shelters would provide an additional check in and accountability to take action on the child (and animal’s) behalf. An integration of the information would help prevent tragic outcomes and help families get the resources and help they need. 

Prevention is key and we just need to link the information and put a thorough check system in place. It does take a village to help those that cannot help themselves (all victims of abuse - people or animals).
