The Issue

Growing up in Manila, I have witnessed firsthand the annual trauma inflicted by devastating floods during the monsoon season. Each year, families in low-lying areas face the terror of rising waters that decimate homes, disrupt schools, and destroy livelihoods. Like many others, my family has had to endure sleepless nights, fearing that the relentless rains will bring disaster to our doorstep yet again. It is heartbreakingly clear that the flood control efforts currently in place are woefully insufficient, and the need for urgent action is more apparent than ever.

The Department of Public Works and Highways (DPWH) and Local Government Units (LGUs) have invested billions in flood control infrastructure across the Philippines. Yet, despite this significant investment, severe monsoon flooding continues unabated, wreaking havoc on Filipino communities each year. Outdated, delayed, or poorly engineered drainage projects have left thousands of Filipinos vulnerable, while untold resources are wasted on ineffective solutions. As citizens, it is our right to demand an accountable and efficient use of public funds for the welfare and safety of all Filipino communities.

The crux of the problem lies in the misallocation of resources and inadequate maintenance of flood control systems. Many flood-prone, high-risk zones are neglected, with resources funneled instead into projects that fail to meet their objectives in a timely and efficient manner. This negligence not only underscores a lack of priority in addressing this critical issue but also reflects a fundamental breakdown in the system designed to protect our most vulnerable communities. We cannot continue to endure substandard infrastructure that fails its people every rainy season.

To effectively protect our communities, we urge the DPWH and LGUs to conduct a thorough audit of existing flood control infrastructure. This audit would identify inefficiencies, outdated installations, and misallocated funds, paving the way for a more judicious allocation of resources. By reallocating funds to high-risk zones that are most affected by severe flooding, we can ensure that the right measures are put in place to safeguard people and property from the menace of monsoon floods.

Together, we can hold responsible parties accountable and push for an upgrade in the quality of flood management systems across the country. We owe it to ourselves and future generations to secure a safer, more resilient environment in which communities can thrive. Let us demand transparency, efficiency, and prioritization of those in dire need.

Please sign and support this petition to urge the DPWH and LGUs to undertake an audit and reallocate resources where they are most desperately needed. Your signature could be the catalyst for meaningful change and the protection of countless lives.
